Notwithstanding these rejoicings, however, there is no doubt that the imprisonment completely broke the spirit of O'Connell. During 1843 he had been urged forward by the impetuosity and warlike spirit of the Young Ireland party, and the excitement of the monster meetings seems to have filled his mind with the notion that he could really wield the physical power of the country in an actual contest with the Queen's forces. His prison reflections dissipated all such illusions. The enforced inactivity, at his time of life, of one accustomed to so much labour and to such constant speaking, no doubt affected his health. Probably the softening of the brain, of which he died, commenced about this time. At all events he was thenceforward an altered man, excessively cautious and timid, with a morbid horror of war and blood, and a rooted dislike of the Young Ireland leaders, which the Old Ireland party did all they could to strengthen. Mr. Smith O'Brien had been the Conservative member for the county of Limerick, and had been opposed to the Repeal agitation; but the moment O'Connell was arrested, he joined the Association, taking the vacant position of leader, and adopting the policy of the Young Ireland party, which avowedly tended to war and revolution. Boasting of a lineal descent from the conqueror of the Danes at Clontarf, and hailed by some of his admirers as one who had a right to wear his crown, the new convert to Repeal seemed determined to go all lengths for the liberation of[534] his country from the Saxon yoke. O'Connell at first seemed to rejoice in the accession of strength to the cause, but signs of jealousy and dislike were soon manifested. In private there was a marked coolness between the two leaders, and when, at the meetings of the Association, any of the Young Ireland orators gave utterance to martial sentiments, they were promptly called to order by O'Connell; but they revenged themselves by frequently outvoting him in committee, which was a grievous mortification to one so long accustomed to almost absolute rule among his followers. He attended Parliament during the Session of 1845-46, diligently performing his duties as a representative, sitting in committees, and taking part in the debates of the House. During his absence the Young Ireland party gained a complete ascendency in the Repeal Association. Mr. Smith O'Brien, who refused to sit on any committee in the House of Commons not connected with Irish business, and was imprisoned in the cellar for his contumacy, made himself an idol with the revolutionary party at home by his refractory spirit and the perversity of his conduct. The other leaders of that party who exerted the greatest influence were Thomas Davis, Charles Gavan Duffy, D'Arcy M'Gee, and Thomas Meagherall men of superior ability, whose organ, the Nation, exerted great influence throughout the country. Ultimately, a series of "peace resolutions," which were proposed in the Repeal Association, pledging its members to abjure the sword as an instrument for redressing the grievances of Ireland, caused an open rupture between the two parties. The Young Irelanders seceded in a body from Conciliation Hall, and established an organisation of their own"The Irish Confederation." From this time the Repeal rent rapidly fell off, and when O'Connell again returned to Dublin he found that the spell of his enchantment, once so potent, was broken; and the famine came soon after, to consummate his affliction and break his heart. Before the sad close of his public career had arrived, and pending the issue of the State trial, O'Connell had a proof of the magnanimity of the English people, of those Saxons whose national character he had so often assailed and maligned. When he appeared at one of the Anti-Corn-Law meetings in Covent Garden Theatre, his reception by the assembled multitude is described as one of the most magnificent displays of popular enthusiasm ever witnessed. They remembered only that his jury was packed, that his judges were prejudiced, and that he had been for thirty years the able and consistent opponent of the Corn Laws. He declared himself that he was not prepared for such a demonstration, even by the experience of the monster meetings. This great triumph on English ground seemed to infuse new life into the veteran agitator, for his speech on that occasion was one of the finest and most effective he ever delivered.

With this debate terminated the friendship of Fox and Burke. Fox disclaimed any premeditated attack on Burke, but the severe things which he himself had said of his old friend, the contempt which he expressed for Burke's "Reflections on the French Revolution," and the private conversations which he invariably dragged into these public debates, give us less confidence in this assertion; whilst the co-operation of his party with him bore all the marks of a systematic assault. On the one side stood Fox, expressing much feeling and regret, but uttering the most cutting things, taunting Burke with his age and his enthusiastic temperament, and backed by a violent and insulting crew; on the other side stood Burke, deserted by those, and they were numerous, who thought entirely with him. Not a few expressed to Burke, in private, their agreement of opinion and admiration of his conduct; but to make this expression of any value it should have been open and bold. As it was, the great master who had taught the whole generation of politicians their principles, was left to stand alone in the conflict. He sustained his part nobly, and time was not long in justifying his accuracy of calculation and his prescience. All the results, however, which he declared inevitable, were already rushing into open day, and the enamoured lovers of the French Revolution were forced to hang their heads. In the meantime, the newspapers had poured on the head of Burke their vials of abuse. On the very day on which the Quebec debates terminated, the Morning Chronicle, the organ of the Whigs, published this paragraph:"The great and firm body of the Whigs of England, true to their principles, have decided on the dispute between Mr. Fox and Mr. Burke; and the former is declared to have maintained the pure doctrines by which they are bound together, and upon which they have invariably acted. The consequence is that Mr. Burke retires from Parliament." They were not contented with this premature announcement; they charged him with corruption and apostacy, and described his life, one of honour and generosity, as a long series of basenesses.He was advised to try Westminster, where Mr. John Churchill, the brother of his coadjutor, the satirist, and others, were in his interest, but he boldly struck for the City of London. There were seven candidates at the poll. Wilkes received one thousand two hundred and forty-seven votes, but he was still lowest on the poll. His friends, the mob, had no franchise.

ONE:Before Buonaparte quitted Erfurt he learned that his late allies, the Bavarians, with a body of Austrians under General Wrede, were marching to cut off his line of retreat to the Rhine, and that another body of Austrians and Prussians were marching from near Weimar, on the same point, with the same object. He left Erfurt on the 25th of October, amid the most tempestuous weather, and his rear incessantly harassed by the Cossacks. He met Wrede posted at Hanau, but with only forty-five thousand men, so that he was able to force his way, but with a loss of six thousand, inflicting a still greater loss on the Austro-Bavarians, of nearly ten thousand. On the 30th of October Napoleon reached Frankfort, and was at Mainz the next day, where he saw his army cross, and on the 7th of November he left for Paris, where he arrived on the 9th. His reception there was by no means encouraging. In addition to the enormous destruction of life in the Russian campaign, the French public nowinstead of the reality of those victories which his lying bulletins had announcedsaw him once more arrive alone.Peel has been even more severely censured than the Duke of Wellington for the part he took on this memorable occasion. And in his "Memoirs" he remarks: "Twenty years have elapsed since the above letter was written. THREE:The terms which Junot required were that the French should not be considered as prisoners of war, but should be conveyed to France by sea, with all their baggage; that nothing should be detained. These would, in fact, have allowed[561] them to carry off all the plunder of churches and houses, and to this Sir Arthur objected. He said that some means must be found to make the French disgorge the church plate. But the Convention was signed, subject to the consent of the British admiral, Sir Charles Cotton, a condition of importance, seeing that Junot had stipulated that the Russian fleet in the Tagus, commanded by Admiral Siniavin, should not be molested or stopped when it wished to go away. Admiral Cotton objected to these terms, and it was agreed that the Russian fleet should be made over to Britain till six months after the conclusion of a general peace. Commissioners were appointed to examine the French spoil, who recovered the property of the Museum and Royal Library, and some of the church plate; but the French were allowed to carry off far too much of their booty. The definitive treaty was signed at Cintra on the 30th of August, much to the disgust of Sir Arthur Wellesley, who, however, signed it as a matter of form. He then wrote to Lord Castlereagh, to say that he desired to quit the army; that matters were not prospering, and that he had been too successful to allow him to serve in it in any subordinate situation. Indeed, he saw that, left to himself, he could carry victory with the British standard, but that it was impossible to do any good under incompetent men.But whilst England had been thus preparing for the augmentation of the navy, America had been aiming a blow at the efficiency of that navy, which must for years, if successful, have prostrated our whole maritime forces, and exposed our shores to the easiest invasion. But on the 15th of January, 1777, one of the officers of the dockyard found a machine and combustibles concealed in the hemp in the hemp-house of the same dockyard. Suspicion now fell on a moody, silent artisan, who, on the day of the fire, had been looking about the dockyard, and who, by some chance, had got locked up in the rope-house the night before. His name was not known, but the[234] fact only that he was a painter, and had been called John the Painter. Government immediately offered a reward of fifty pounds for his apprehension; the same sum, with a strange simplicity, being offered to him if he would surrender himself for examination. Nothing, however, could be learned of him in Portsmouth or the country round; but fresh fires were now breaking out at Plymouth Dockyard and on the quays of Bristol. At Plymouth the fire was instantly checked, and the perpetrator was nearly seized. At Bristol the fire was laid near a narrow, deep creek, crowded with shipping, which was nearly dry at low water, so that it was impossible to get the shipping out. Six or seven warehouses were destroyed, but the shipping escaped. In another house at Bristol combustibles were discovered, and the alarm became general that the American incendiaries, having failed to burn New York, were come to England to burn our dockyards and maritime houses. Fortunately, in the beginning of February, a man was apprehended for the perpetration of a burglary at Odiham, in Hampshire; and, by the activity of Sir John Fielding, the London magistrate, he was identified as John the Painter. When brought before Sir John and other magistrates in town, the man conducted himself with tact and address. Though closely examined and cross-questioned by some of the members of the Privy Council, by Lords of the Admiralty, and other officers of the board, he maintained the scrutiny without betraying any embarrassment, or letting anything escape him that could in any degree incriminate him. A confession was, however, wormed out of him by another painter, named Baldwin. Silas Deane, John the Painter declared, according to Baldwin's evidence, had encouraged him to set fire to the dockyards of Plymouth and Portsmouth, Woolwich and Chatham, as the most effectual means of disabling Great Britain; that he gave him bills to the amount of three hundred pounds on a merchant in London, and promised to reward him according to the amount of service he should do to the American cause. Before his execution he freely admitted the truth of the charges against him. He confessed to having twice attempted to fire the dockyard at Plymouth, and to burning the warehouses at Bristol, having in vain endeavoured to deposit his combustibles on board the ships. He, moreover, stated that he had a recommendation from Silas Deane to Dr. Bancroft, in London, to whom he had declared that he would do all the harm he could to England; that the doctor did not approve of his conduct, but had, at his request, promised not to betray him.

THREE:The statutory provision for all who cannot support themselves had now existed for upwards of 280 years. There was no considerable increase of population in England from the period when the Poor Laws were established up to the middle of the eighteenth century. Its people have been distinguished for their industry, thrift, and forethought. No other nation has furnished such unquestionable proofs of the prevalence of a provident and independent spirit. From the year 1601, when the Act 43 Elizabeth, the foundation of the old code of Poor Laws, was put in force, to the commencement of the war with Napoleon, there had been scarcely any increase of pauperism. In 1815 there were 925,439 individuals in England and Wales, being about one-eleventh of the then existing population, members of friendly societies, formed for the express purpose of affording protection to the members in sickness and old age, and enabling them to subsist without resorting to the parish fund. It may be asked, How was this state of things compatible with the right to support at the expense of the parish which the law gave to the destitute? The answer is, that the exercise of that right was subjected to the most powerful checks, and restricted in every possible way. In 1723 an Act was passed authorising the church-wardens and overseers, with the consent of the parishioners, to establish a workhouse in each parish; and it was at the same time enacted that the overseers should be entitled to refuse relief to all who did not choose to accept it in the workhouse, and to submit to all its regulations. In consequence of this Act workhouses were erected in many parishes, and they had an immediate and striking effect in reducing the number of paupers. Many who had previously received pensions from the parish preferred depending on their own exertions rather than take up their abode in the workhouse.

THREE:At Wilmington Lord Cornwallis remained about three weeks, uncertain as to his plan of operations. His forces amounted to only about one thousand five hundred men; he therefore determined, at length, to march into Virginia, and join the expedition there. He made his march without encountering any opposition, reaching Presburg on the 20th of May. Thereupon Lord Cornwallis found himself at the head of a united force of seven thousand men. Sir Henry Clinton's effective troops at New York amounted only to ten thousand nine hundred and thirty-one men, and the little detachment under Lord Rawdon only to nine hundred.Such was the state of things in Canada which the Imperial Parliament was called upon to consider in the spring of 1838. The first feeling which the news of the insurrection produced in Britain was one of alarm; the next was that all the forces that could be spared should be immediately dispatched for the purpose of crushing the revolt; and a ship of the line was employed for the first time in carrying a battalion of 800 Guards across the Atlantic. The Duke of Wellington censured the Government for not having had a sufficient military force to preserve the peace in Canada, and used the oft-repeated expression that was stultified on several occasions during the latter portion of Victoria's reign, that a great nation cannot make a little war. He stated that her Majesty's Government had resolved to send out an experienced statesman, of high character and position, and of well-known popular sympathies, with ample powers, and that Lord Durham had consented to go. ONE:The downfall of the French monarchy was the cause, more or less directly, of a series of Continental revolutions, but Spain was less affected by the flight of the monarch who had exerted so baneful an influence upon its policy and its Royal Family than might have been anticipated. Sir Henry Lytton Bulwer was then British Minister at Madrid, and Lord Palmerston was Secretary of State for Foreign Affairs. He evidently expected another revolution in Spain, as appears from a remarkable despatch which he addressed to Sir Henry. Its tone was certainly rather dictatorial, and it is not much wonder that it fired the pride of the Spanish Government. The noble lord wrote as follows:"Sir,I have to recommend you to advise the Spanish Government to adopt a legal and constitutional system. The recent downfall of the King of the French and of his family, and the expulsion of his Ministers, ought to indicate to the Spanish Court and Government the danger to which they expose themselves in endeavouring to govern a country in a manner opposed to the sentiments and opinions of the nation; and the catastrophe which has just occurred in France is sufficient to show that even a numerous and well-disciplined army offers only an insufficient means of defence to the Crown, when the system followed by it is not in harmony with the general system of the country. The Queen of Spain would act wisely, in the present critical state of affairs, if she were to strengthen her executive Government, by widening the basis on which the administration reposes, and in calling to her councils some of the men in whom the Liberal party places confidence."But the most remarkable growth of religion was through the instrumentality of the Wesleyan Methodists. These spread over all the country, through town and village, into places where the ministers of the Establishment had fallen into a spiritual sleep from want of rivalry. In Wales they found a great and almost unoccupied field. In Cornwall, where Wesley had been abused and pelted with stones, they became universal, and still continue to astonish the visitor to that county by their extraordinary numbers, almost every Cornish miner being of that sect. Throughout England the spread of Methodism has been a most influential cause of the revival of activity and discipline in the Established Church itself; for it soon became evident that the Church must exert itself, or the body of the people, especially in the country and in manufacturing districts, would be absorbed by the Wesleyan interest.

ONE:But whilst Tchitchagoff attacked the French on the right bank, Wittgenstein attacked them on the left. Wittgenstein, Victor, and Oudinot were engaged in mortal combat on the left bank at the approach of the bridge, the French generals endeavouring to beat off the Russians as the troops and people pressed in a confused crowd over the bridges. Every moment the Russians drove the French nearer to the bridges, and the scene of horror became indescribable. The throngs rushed to make their way over the bridge; the soldiers, forgetting their discipline, added to the confusion. The weak and helpless were trampled down; thousands were forced over the sides of the bridge, and perished in the freezing waters. In the midst of the struggle a fierce tempest arose, and deluges of rain fell; and to carry the horror to the highest pitch,[53] the bridge over which the baggage was passing broke down, plunging numbers of sick, and women and children, into the flood, amid the most fearful cries and screams. But all night the distracted multitude continued to press over the sole remaining bridge under the fire of the Russian artillery, and amongst them passed the troops of Victor, who gave up the contest on the left bank, and left those who had not crossed to their fate. Thousands of poor wretches were seen, as morning dawned, huddled on the bank of the river, amid baggage-waggons and artillery, surrounded by the infuriated Russians, and in dumb despair awaiting their fate. FORE:In Canada the management of the war was more successful. To maintain the war in that quarter, Congress had ordered nine regiments to be raised. One of these was to be raised in Canada itself, and for this purpose a commission was given to Moses Hazen, who had formerly been a captain of rangers, under Wolfe. He was not, however, very successful. The Canadians were not to any extent disaffected to the British Government, and by no means well affected to the New Englanders, who were bitterly bigoted against Catholics, which the Canadians chiefly were. When Hazen and Arnold saw that the Canadians would neither enlist nor bring provisions to their camps, without cash payment, they commenced plundering for all that they wanted, and thus confirmed that people in their hatred of the Americans. They, moreover, insulted the Canadians by ridiculing their rites of worship.[295]

FORE:So strongly did the latter feel the urgency of the case that Parliament was called together again on the 6th of December. It was opened by the king in person, who, in his Speech, recommended the speedy settlement of the Reform question; referred to the opposition made to the payment of tithes in Ireland; announced the conclusion of a convention with France for the suppression of the African slave trade; deplored the outrages at Bristol; and recommended improvements in the municipal police of the kingdom. On the 12th Lord John Russell introduced the Reform Bill the third time. It is said that his manner, like his proposal, had undergone a striking alteration. His opening speech was not now a song of triumph, inspired by the joyous enthusiasm of the people. He no longer treated the Opposition in a tone of almost contemptuous defiance. The spirit which had dictated the celebrated reply to the Birmingham Political union about the voice of the nation and the whisper of a faction seemed to have died within him. Lord John Russell proceeded to explain the changes and modifications that had been made in the Bill since it was last before the House. As the census of 1831 was now available, the census of 1821 was abandoned. But a new element was introduced in order to test the claim of a borough to be represented in Parliament. Numbers alone were no longer relied upon. There might be a very populous town consisting of mean houses inhabited by poor people. With numbers therefore, the Government took property, ascertained by the amount of assessed taxes; and upon the combination of these two elements the franchise was based. The calculations needed to determine the standard were worked out by Lieutenant Drummond, afterwards Under Secretary for Ireland. Upon the information obtained by the Government as to the limits of each borough, its population, and the amount of assessed taxes it paid, he made out a series of a hundred boroughs, beginning with the lowest, and taking the number of houses and the amount of their assessed taxes together, as the basis of their relative importance. Thus Schedule A was framed. In the original Bill this schedule contained sixty boroughs; in the present Bill it contained only fifty-six. The consequence of taking Mr. Drummond's report as a basis of disfranchisement was, that some boroughs, which formerly escaped as populous and large, were now placed in Schedule A; while others, which were better towns, were taken out of that schedule and placed in Schedule B, which now contained only thirty instead of forty boroughs, as in the former Bill. The diminution in this schedule, consisting of boroughs whose members were to be reduced from two to one, was owing to the fact that the Government had given up the point about reducing the number of members in the House of Commons, which was to remain as before, 658. Thus a number of small boroughs escaped which ought to have but one member eachso small that every one of them ought to have been in Schedule A, that their members might be given to new, prosperous, and progressive communities. Twenty-three members were now to be distributed. Ten were given to the largest towns placed in the original Schedule B, one to Chatham, one to the county of Monmouth, and the rest to the large towns, which, by the former Bill, obtained power to return one member only. The new Bill retained the 10 qualification. Every man who occupied a house of the value of 10 a year was to have a vote, provided he was rated for the poor. It was not the rating, however, that determined the value; it did not matter to what amount he was rated, if only at 5 or 1, if the holding was really worth 10 a year.

FORE:The plot thickened as it proceeded. It was suspected that the Conservative section of the Whigs wished for office, and that Sir Robert Peel wished to have them. Mr. Stanley (now Lord Stanley in consequence of the death of his grandfather, the Earl of Derby), Sir. J. Graham, and the Duke of Richmond had a meeting at the Duke of Sutherland's, to consider what they should do, in consequence of proposals made to them to join the Administration. But as they would not pledge themselves to forward Conservative measures to the extent required, Sir Robert Peel was obliged to form a Government of Tories exclusively. On the 10th of the month the arrangements were completed, and the following were announced as the members of the Cabinet:First Lord of the Treasury and Chancellor of the Exchequer, Sir Robert Peel; Lord Chancellor, Lord Lyndhurst; Privy Seal, Lord Wharncliffe; Secretary of the Home Department, Mr. Goulburn; Secretary of the Foreign Department, Duke of Wellington; Secretary of the Colonial Department, Lord Aberdeen; First Lord of the Admiralty, Earl Ripon; Secretary for Ireland, Sir H. Knatchbull; Secretary at War, Mr. Herries; Master-General of the Ordnance, Sir G. Murray.

ONE:The employment of children in factories also occupied the attention of Parliament at this time. A Bill had been framed in 1833 with the most benevolent intentions for the protection of factory children. The law excluded from factory labour all children under nine years of age, except in silk factories, and prohibited those under thirteen from working more than thirteen hours any one day; the maximum in silk mills alone being ten hours. The provisions of the law were, however, evaded by fraud. Children were represented as being much older than they really were, and abuses prevailed that induced Lord Ashley to bring in a Bill upon the subject. Accordingly, on the 22nd of June the noble lord moved, by way of amendment to the order of the day, the second reading of his Bill for the Better Regulation of Factories. The order of the day was carried by a majority of 119 to 111. The Bill was therefore lost by a majority of eight. On the 20th of July Lord Ashley again brought the whole matter under the consideration of the House in a speech full of painful details, and concluded by moving a resolution to the effect that the House deeply regretted that the imperfect and ineffective law for the regulation of labour in factories had been suffered to continue so long without any amendment. He was answered by the usual arguments of the Manchester school about the evils of interfering with free contract. Lord John Russell argued that, in the present condition of the manufacturing world, we could not, with restricted hours of labour, compete with other nations. A ten hours' Bill would drive the manufacturers abroad; and it would no longer be a question as to an hour or two more or less work to be performed by the children, but as to how their starvation was to be averted. On a division, the motion was lost by a majority of 121 to 106. On[455] the 16th of August the Queen proceeded to Westminster for the purpose of proroguing Parliament.

FORE:The new Parliament reassembled on the 14th of November, and the king in his speech, whilst pretending the differences which had arisen between us, France, and Spain were by no means serious, yet called for enlarged supplies to defend our American territories against the designs of these Powers. In fact, matters were becoming very serious in our American colonies; but the Government withheld the real facts from the knowledge of the public, and it was not till the opening of Parliament, in March, 1755, that they candidly avowed that war was inevitable. The French and English were actually engaged in war both in the East Indies and in America. In the East Indies there was just now an apparent pause in hostilities, through an agreement between the two Companies; but in North America matters daily grew worse. There were, and had been ever since the Peace, violent disputes as to the boundary-lines both of Nova Scotiaor, as the French styled it, Acadiaand between Canada and our colony of New England. The French, becoming more and more daring, commenced the erection of forts in the valley of the Ohio, to connect the settlements on the St. Lawrence with those on the Mississippi. They had already erected one called Duquesne, greatly to the indignation of the inhabitants of Pennsylvania and Virginia. In Nova Scotia, Major Lawrence, with one thousand men, defeated the French and their Indian allies; but, on the other hand, the French surprised and sacked Block's Town, on the Ohio, belonging to the Virginians, who sent forward Major George Washington to attack Fort Duquesne. Washington, destined to acquire the greatest name in the New World, marched with four hundred men, but was surprised at a place called Great Meadows, and was glad to capitulate on condition of retiring with military honours (1754).Hastings then mustered fresh regiments of sepoys; demanded and received three battalions from Cheyte Sing, the Rajah of Benares; armed cruisers; laid up stores of ammunition and provisions for three months in Fort William; enrolled a thousand European militia at Calcutta, and stood ready for any French invasion from sea. He then despatched Colonel Leslie with a strong force into the very heart of the Mahratta country. Leslie appeared to have lost his energy, made four months' delay in the plains of Bundelcund, and the next news was that he was dead. Colonel Goddard was sent to take his command, and advanced into Berar; but there hearing that successive revolutions were taking place at Poonah, he waited the result of them. Meanwhile, the presidency of Bombay, desirous of anticipating the expeditions from Calcutta, now undertook to reinstate Ragunath Rao, a deposed peishwa, whom they had lately left to his fate, and taking him along with him, the British commander, Colonel Egerton, marched into the Mahratta country with four thousand men. The army, when it had reached within sixteen miles of Poonah, was surrounded by hosts of Mahratta cavalry, and was compelled to surrender. The Mahrattas, as conditionswhich the British were in no position to declineinsisted on the restoration of all the territory won from them by the British since 1756, and the surrender to them of Ragunath Rao. But Hastings refused to recognise this treaty. He ordered Colonel Goddard to advance. The title of general was conferred on him, and he well justified the promotion. In that and the succeeding campaign he won victory on victory; stormed Ahmedabad; took the city of Bassein; gained a splendid victory over forty thousand of the combined forces of Holkar and Scindia, and, in a great measure, retrieved all the losses, and restored the fame of the British arms. In another quarter the success against the Mahrattas was equally decisive. Captain Popham with a small body of troops stormed and took the city of Lahore, and the huge fortress of[330] Gwalior, which the Mahrattas deemed impregnable.
FORE:From Riga Buonaparte learned that Macdonald maintained the blockade, thus keeping Courland in awe, and alarming St. Petersburg; that St. Cyr, more to the south, had compelled Wittgenstein, after a severe battle at Polotsk, to assume the defensive; and that Regnier had defeated Tormasoff at Gorodeczna, in Poland. But Tormasoff fell back on the Moldavian army, commanded by Admiral Tchitchigoff; and General Steingel was marching with the army of Finland to join Wittgenstein. These distinct successes, therefore, were but of small moment in comparison with the lowering prospects before him.But there was a circumstance taken for granted in such a scheme which would never have been realisedthe consent of the queen. Anne, like most other sovereigns, abhorred the idea of a successor. She never liked the contemplation of the occupation of her throne after death, much less did she relish the presence of a competitor during her lifetime. Besides in her days of disease and weakness she had enough to do to manage her Ministry, without adding to her anxieties by a rival authority either from Hanover or St. Germains. There was still another obstaclethe unsatisfactory conduct of Oxford, who had[18] professed great zeal for the Pretender till he got the Peace of Utrecht signed, because this secured him the vote of the Jacobites, but who since then had trifled with them, and never could be brought to any positive decision. Berwick had sent over the Abb Gualtier to endeavour to bring Oxford to a point. Gualtier soon informed his employer that Oxford was actively corresponding with the House of Hanover and therefore Berwick and De Torcy wrote a joint letter to him, putting the plain question, what measures he had taken to secure the interests of the Pretender in case of the death of the queen, which no one could now suppose to be far off. Oxford, with unwonted candour this time, replied that, if the queen died soon, the affairs of the Prince and of the Cabinet too were ruined without resource. This satisfied them that he had never really been in earnest in the Pretender's cause, or he would long ago have taken measures for his advantage, or would have told them that he found it impossible. They determined, therefore, to throw the interests of the Jacobites into the party of Bolingbroke; and this was another step in Oxford's fall. They managed to set Lady Masham warmly against him, and this undermined him more than ever with the queen.

Newcastle, a man older than his brother Pelham, and of inferior abilities, instead of strengthening himself by the promotion of Pitt and Henry Fox, was only anxious to grasp all the power of the Cabinet, and retain these far abler men as his obedient subordinates. He at once got himself placed at the head of the Treasury, and selected as Chancellor of the Exchequer Henry Legge, a son of the Earl of Dartmouth, a quiet but ordinary man of business, by no means fitted to take the leadership of the House of Commons. The three men calculated for that post were Pitt, Fox, and Murray; but Pitt was still extremely disliked by the king, who did not forget his many years' thunderings against Hanoverian measures, and both George and Newcastle were no little[117] afraid of his towering ambition. Henry Fox was a man of amiable character in private life, but in politics an adventurer.The Reformers made repeated and strenuous efforts to obtain a parliamentary expression of the desirableness of this country refraining from interfering with the internal affairs of France, and of making specific arrangements with that country. Earl Stanhope made such a motion in the Lords[441] on the 6th of January, and the Duke of Bedford made a similar one on the 27th of February. Lord Grey had moved the same thing on the day before, but all these endeavours were rendered abortive by Pitt's standing majority. It was replied that France had no government that could be treated with, and Lord Mansfield asserted that we had a right to interfere in the internal affairs of any country that acted on principles dangerous to its neighbour. Fox, on the 24th of March, moved for a committee of the whole House to inquire into the state of the nation, but this was rejected on the ground that the times were too critical, and Canning adduced the condition of Ireland, just on the verge of rebellion, as a sufficient cause for not ascertaining our actual state.When the resolutions of the Committee were reported two days afterwards, the debate was renewed with all its vehemence, and Pulteney unveiled another view of the case, which had much real truth and warning in it. "It is well known," he said, "that every one of the public officers have already so many boroughs or corporations which they look on as their properties. There are some boroughs which are called Treasury boroughs; there are others which may be called Admiralty boroughs; in short, it may be said that nearly all the towns upon the sea-coast are already seized upon, and in a manner taken prisoners by the officers of the Crown. In most of them they have so great an influence that none can be chosen members of Parliament but such as they are pleased to recommend. But, as the Customs are confined to our seaports, as they cannot travel far from the coast, therefore this scheme seems to be contrived in order to extend the laws of Excise, and thereby to extend the influence of the Crown over all the inland towns and corporations of England."The general election brought a large accession of strength to the Reform Party. The new Parliament met on the 21st of June, and Mr. Manners Sutton was again elected Speaker. In the Speech from the Throne the king said, "Having had recourse to the dissolution of Parliament, for the purpose of ascertaining the sense of my people on the expediency of a Reform in the Representation, I have now to recommend that important question to your earliest and most attentive consideration, confident that, in any measures which you may prepare for its adjustment, you will adhere to the acknowledged principles of the Constitution, by which the rights of the Crown, the authority of both Houses of Parliament, and the rights and liberties of the people are equally secured." The usual assurances were then given of the friendly disposition of all foreign Powers; reference was made to the contest then going on in Poland, to the Belgian Revolution, and the right of its people to regulate their own affairs, so long as the exercise of it did not endanger the security of neighbouring States. A paragraph was devoted to Portugal, lamenting that diplomatic relations with its Government could not be re-established, though a fleet had been sent to enforce our demands of satisfaction. Strict economy was recommended, in the stereotype phraseology of Royal Speeches. Having referred to reduction of taxation, the state of the revenue, and to the desire to assist the industry of the country, by legislation on sound principles, the Speech described the appearance of Asiatic cholera, and the precautions that had been taken to prevent its introduction into England. The rest of the Speech was devoted to Ireland, where "local disturbances, unconnected with political causes," had taken place in various districts, especially in Clare, Galway, and Roscommon, for the repression of which the constitutional authority of the law had been vigorously and successfully applied; and thus the necessity of enacting new laws to strengthen the executive had been avoided, to avert which, the king said, would ever be his most earnest desire.
